According to The Haitian League website, "The second international Congress of the Haitian Diaspora "Haitian Diaspora Unity Congress" is being organized by The Haitian League with the cooperation of its chapters and affiliates, and numerous other supporting organizations and agencies.

"This will be the first time that representatives of Haitian diaspora in a number of countries will convene under one roof to find long-term solutions to the major issues that plague Haitians in and out of Haiti." -

'Haiti Innovation' website reports that 'The second annual International Congress of the Haitian diaspora' will take place August 6-9, 2009 at Trump International Beach Resorts in Miami Beach, Florida.  The purpose of the event is to capitalize on the resources that the Diaspora can bring to help build Haiti’s economy.

 The agenda includes a variety of issues such as boosting tourism, stimulating agricultural production, restoring forests and ecology, managing water supplies, preparing for disasters, achieving literacy, and job creation.

"According to the proposed schedule published at the Haitian League website, the hot issue of Dual Citizenship will be addressed in a 'special plenerary' session.

The United States address the issue of dual citizenship on the U.S. States Department website. As far as we understand, a Haitian Citizen who pledge allegeance to a foreign country by clear mandate of the Haitian Constitution automatically looses most of his political rights. However, it is not clear if such Haitian individual may be able to lawfully exercise his civil rights as an Haitian. Wikipedia ("The Free Encyclopedia") has a library of information on its website on multiple citizenship.Flag of the United States  Haitian-Americans - as well as the Haitian law makers - should carefully evaluate the Oath of citizenship of the United States (as well as those of other foreign nations) they have sworn to before they even consider their claims to enter or re-enter the political life.

AYITILOKAL.COM is currently seeking the expert opinions of International Law professionals to find out where the conflicts and misunderstandings are at stakes. When I personally engage this issue with a few Haitian-Americans who have sworn alliance to the United States by freely, volunteerly and intentionally taking taking the Oath of Citizenship of the United States, I see and feel the anger, the passion and a strong belief that they have not given up their Haitian political rights.

The following questions remain unchecked:

  • Did Haitian-Americans knew that by swearing allegiance to a foreign authorithy, they have given up their Haitian political rights? Or did they find out only after the facts?
  • All Haitians who have spent a few years in any Haitian school have studied and memorized the "Civique et Moral" where they have learned that in order to exercise the key important political functions in Haiti, an Haitian Citizen must NEVER renounce its Haitian citizenship.
    Did they forget the constitutional law of the mother land?
    Did they at some point lost faith and conffidence in the mother land?
     
  • Should Haiti forgive those who forgot,  ignored and were ignorant of its constitutional laws?
  • If a mother is in the nursing home and is totally dependent on her children, does that imply such mother has lost her dignity as a parent? Does she deserve respect?
  • There are other Haitian Citizens who have been granted legal residency in foreign countries, but for some reasons or another did not consider giving up their Haitan political rights even when they became elligible to seek citizenship in the foreign country. Why?Last month, AYITILOKAL has set up an investigative team to deepen the issue of Haitian dual citizenship. Our goal is to help Haiti to recover his lost sons with respect to its existing constitutional laws.I can not termitate this story without mentionning a comment that I recently collected from from someone which opinions I respect. When I question her on the issue of the Haitian diaspora dual  citizenship, she said: "In a western culture profoundly influenced by Hollyhood what else would you expect from Haitians who think of themselves as James Bond 007 who can claim citizenship anywhere, anytime and in any place."     List of diasporas from Wikipedia

    Check out the list of disporas in Wikipedia ("The Free Encyclopedia"). According to the list most of Haitian dispora can be found in "the Bahamas, Cuba, the Dominican Republic, French Guiana, and the USA." The Free Encyclopedia continues to include other countries that count smaller numbers of Haitians in Belgium, Canada, France, Spain, and Venezuela.

     The Mariam-Webster's Online Dictionary defines the term diaspora as "(a) the movement, migration, or scattering of a people away from an established or ancestral homeland; or (b) the people settled far from their ancestral homelands <Haitian diaspora> or (c) the place where these people live.

    The online dictionary has an adjective that derives from the word diaspora. It is diasporic.
